European Parliament to prepare report on Energy Saving

The ‘own-initiative’ (i.e. non-legislative) report will set out the Parliament’s views on the state of progress of action on energy saving across Europe and how this can best be addressed. It will inform the preparation of the revised Energy Efficiency Action Plan (EEAP), which is now expected the Commission will publish in early 2011, ahead of a special Energy Council to be convened by Council President Herman von Rompuy on February 4th. The revised EEAP was originally expected in autumn 2009 but has been repeatedly pushed back. It is now expected to be presented as an "Energy Efficiency Strategy," containing three parts: an evaluation of the 2006 EEAP, guidelines for policies and a technical part on measurement of energy efficiency and energy savings.
Mr Bendtsen’s draft report is due to be sent to translation on 9 September. It will be discussed in the Parliament’s Energy Committee (ITRE) on 29 or 30 September, with the Committee vote to take place on 26 October. The full Parliament (the plenary) will vote on the report during November.
Over a similar time-frame, the Parliament will also adopt a report on the Commission’s forthcoming Energy Action Plan 2011-2020, to be drafted by Polish Christian Democrat MEP Lena Kolarska-Bobinska. A public consultation on the Action Plan took place recently.
