finalised its ratification on December 9th 2002 in an official ceremony, submitted documents on December 19th, making it the 101st Party to the KP.

It had originally pledged to ratify the Protocol by September 2002 (article), probably for good publicity during the WSSD. It has set in motion a consultation process which was meant to come up with measures to implement the Kyoto target. Ratification and implementation run parallel as part of this process. A package of preferred policies was produced, which underwent a second phase of consultation in May. The government of New Zealand was aiming officially at ratification in August, but elections were called for late July, some ten weeks earlier than previously envisaged. This delayed the process.

A Climate Change Response Bill 2002, result of the consultation, was adopted by the NZ Parliament on 13th November 2002 (see NEWS). This included ratification (which was conditional on having an implementaion package) of the Protocol.
