Greenpeace and WWF send letter on harmful environmental impacts of liberalisation
to EU Energy Ministers , focusing on disclosure and support for cogeneration
25th Nov 2002 Energy Council agrees on full liberalisation of energy
market. The markets for electricity and gas will be opened for non-household
users by 1st July 2004 and for all users by 1st July 2007. However, ministers'
final compromise over electricity labelling fails to satisfy demands by several
countries, as well as the European parliament, for all suppliers to communicate
environmental impacts as well as sources of their power. See: Provisional

3rd Oct 2002 The Commission has produced its second benchmarking
report on the opening up of the gas and electricity markets. This report indicates
that results so far have been very variable from one member state to another
and that significant barriers exist to the full opening of the market. See

13th March 2002 European Parliament Plenary votes on the liberalisation
legislation. It supports disclosure (requiring utilities to disclose to customers
the source of their electricity) and supports tightening the use of decommissioning
funds (for managing nuclear waste) to ensure they are only used for this purpose.
