Article 30 of the EU ETS directive lays the basis for a review of the European Emissions Trading Scheme. The directive states that the European Commission shall draw up a report on the application of the directive accompanied by proposals as appropriate.

The review process formally started with the publication of the Commissions’ report on 13 November 2006. This report introduced the review process for the EU ETS and identified the key elements for this review.

A European Climate Change Program (ECCP) EU ETS review working group was appointed as a stakeholder forum for this review. This working group, consisting of European Commission, government, industry and NGO representatives convened four times.

The agenda of those meetings followed the key review elements identified in the Commissions report:

  • The (future) scope of the EU ETS
  • Improving monitoring, reporting and verification of greenhouse gas emissions
  • The cap setting and allocation methods
  • The link with Kyoto credits and other emission trading schemes

The stakeholder consultation on the EU ETS review concluded with the invitation to submit written comments on the future of the EU ETS to the European Commission before the end of June 2007.

The legislative proposal of the European Commission for amending the EU ETS is expected before the end of 2007. It seems obvious that this proposal will be linked to the implementation of other community initiatives such as the 2020 greenhouse gas emission reduction targets, targets on renewable energy and energy efficiency.
