The ECCP I (2000-2005)

The first phase of the ECCP started in May 2000 with six working groups were initially set up; emissions trading, energy supply, energy consumption, transport, industry and research.

An additional group on agriculture was also set up in 2001. All of these working groups submitted final reports at the end of April 2001, which were synthesised in a final document and presented to the Council and the Parliament in June 2001. This ECCP report was also presented to the EU Council in Gothenburg by then Environment Commissioner Wallström. CAN Europe produced a press release on this event here.

On 23 October 2001, the Commission adopted the Communication on the ECCP as part of a package which included the process of ratifying the Kyoto Protocol and emissions trading in the European Union (see NGO statements on the process). The communication put forward a set of priority policies and measures, including biofuels, combined heat and power (chp) and f-gases). The EU ETS directive was published on the same day, and a directive supporting renewable electricity had already been put forward in September 2001.

In 2002, the second phase of the first ECCP was started, creating working groups looking at additional measures including: CDM and JI, sinks (forested-related sinks) and sinks (sub-group on agricultural soils). These groups had to report by the April/May 2003. In April 2003 the Commission published an ECCP progress report, including the second phase working group discussions.
