Marrakesh Accords

Marrakesh Accords - Official UNFCCC document on the outcome of COP7
The final document is included in the official report of COP7 and comes in 4 parts:

Part 1: decisions 1 to 14. Includes the Marrakesh Ministerial Declaration, capacity building, funding, sinks and single projects
Part2: decisions 15 to 19. Includes ji, cdm, emissions trading and accounting for assigned amounts
Part3: decisions 20 to 24. Includes compliance and articles 5, 7 and 8
Part4:decisions 25 to 39 Includes ldc expert group, IPCC, adaptation and national communications

1. FUNDING FOR IMPACT MANAGEMENT (adaptation) in developing countries

Very little money has been pledged by developed countries to help developing countries. (See extract from Financial Review Mechanism Sept 2002) even though 3 new funds have been established for this purpose in addition to the Global Environment Facility funds. Developing countries will stress the urgent need for money to help them adapt to the impacts of climate change. The new funds are:

Special Climate Change Fund which will provide funding in particular, for adapation activities in developing countries, planning preparedness and disaster relief, rapid response to extreme weather, but also for technology transfer and activities to help diversify economies (Decision 7, COP7 - see Marrakesh Accords part 1 page 43)

Least Developed Countries Fund which will provide funding for assessing adaptation needs through national adaptation programmes of action (NAPAs) (Decision 7, COP7 - see Marrakesh Accords part 1 page 43)

Adaptation Fund which will provide funds for adapation projects. Funding for this will come mostly from the clean development mechanism. (Decision 10, COP7 - see Marrakesh Accords part 1 page 52)

The emphaisis of these 3 funds is on adaptation. Other areas (technology transfer, capacity building, public awareness) are to be covered by the Global Environment Facility (GEF)

2. CLEAN DEVELOPMENT MECHANISM WITH FOCUS ON SINKS IN THE CDM

By COP9, there should be a decision on the definitions and rules for including forest activities in the CDM, but meanwhile the heated debate on how these rules and definitions should look will continue at COP8. One of the key issues is how to rule out any possibility of plantations being considered as CDM projects.

3. REVIEW OF ADEQUACY OF COMMITMENTS

The issue of how adequate the existing commitments are in preventing climate change has been on the agenda since COP4 and has been continually postponed. It is on the agenda again at COP8.

Footnote 7 of the Financial Review Mechanism, Sept 2002

In reviewing the arrangements for the two new convention funds and the Kyoto Protocol Adaptation Fund, the Council noted the following preliminary indications regarding funding:
(a) At COP 7, Belgium, on behalf of the European Community and its Member States, and also on behalf of Canada, Iceland, New Zealand, Norway and Switzerland, made the following statement concerning financing for climate change related activities:

“We 
reaffirm our strong political commitment to climate 
change funding for developing countries. We are prepared 
to contribute US$410 million, which is 450 million Euro, 
per year by 2005 with this level to be reviewed in 2008. 
Funding to be counted can include: contributions to 
GEF climate change related activities; bilateral and 
multilateral funding additional to current levels; funding 
for the special climate change funds, the Kyoto Protocol 
Adaptation Fund and the LDC Fund; and funding deriving 
from the share of proceeds of the clean development 
mechanism following entry into force of the Kyoto Protocol.”

(b) Pending the establishment of the LDC Fund, the Government of Ireland deposited five hundred thousand Irish pounds in an interim holding Trust Fund established with the World Bank. It is expected that once the LDC Trust Fund is established, the Government of Ireland will request the Trustee to transfer these resources to the LDC Fund. and

(c) At COP7, the Government of Canada announced its intention to contribute ten million Canadian Dollars to the LDC Trust Fund. Pending the establishment of the Fund, Canada deposited a first installment of 6.2 million Canadian dollars to an interim holding Trust Fund established by the World Bank. It is expected that once the LDC Trust Fund is established, the Government of Canada will request the Trustee to transfer these resources to the LDC Fund.
