During the second
part of COP6, which took place in Bonn in July, the
big breakthrough was agreement at a political level
on key outstanding issues - the 'Bonn Agreement'. Delegates
then set to work, following this political guidance,
to prepare official texts. This was partly successful.
Decisions were finalised on funding, capacity building
etc (see 'Completed Decisions' below), but others still
need elaboration at COP7 (see 'Incomplete Decisions'
below)
